I think I get it now.
Thayer thought Derek intentionally tried to kill Sutton so he went to confront him and killed him thinking that he was protecting her and Emma.
He later realizes it was an accident but still feels sort of justified because he did nearly kill the girl he loved.
He sees Ethan and Sutton run away together to escape the law and he knows they're getting close again so he secretly calls Alec giving up Ethan's location.
He knows Alec visited Derek previously and even has a picture which he sends to Rebecca. Even though he knows he didn't commit the crime, he did blackmail Derek into going after Sutton and could potentially be a bigger threat so he likely belongs there anyway.
Teresa figures out the truth and at this point is already messed up by his previous actions and in a desperate moment kills her too. After being rejected by Emma, he resented her and it pushed him over the edge.
