Yeah, just a random Solarii who is probably responsible for collecting stragglers of ship wrecks like Lara. His "wait I can help you!" nonsense is straight out of the Father Mathias playbook, who uses the same routine to capture Sam. The Solarii have been capturing survivors for 20-30 years, so it makes sense there's a standard procedure and script to follow. Getting smooshed by that bolder probably wasn't part of the plan.
