Why did IFC Films not release a Blu-Ray

I know this reply is late but I only came across this film on TV a few nights ago but my comments are as valid now as they were 2 years ago.

Not everyone has a Blu-Ray player, and as for the better quality the gap is artificially being made more obvious with the bitrate on most DVD's being drastically lower than it was 9 years ago, also have you thought that a majority of people own less than 30inch TV's so the quality difference is far less visible. and the next point the reality that almost 75% of the Blu-Ray's being produced of films more than 4 years old are up-scaled from 480p or 576p so they are no better than a DVD being upscaled with a late Blu-Ray player with a 4th generation chipset, before you shout and scream about how much you know, I work in the industry and have many associates that work in various companies.
