Yes, Johnny was testing it because someone said that it looked like it would suffocate a baby.

I never understood why this was a problem. Yes, today we see it as animal cruelty. But back then, it seemed like a perfectly sensible plan. What if they had put the baby in the dang thing and killed the baby? Would that have been much worse?

This is the time when society is starting to make laws to protect animals and not let them just be beat to death or worked to death. It fits with the time period. But I agree. I love animals very much but it would have been much worse if Nanny has used that pram for the baby and the baby had died.
