Why is This Listed as a 'Video'?

This documentary has played at film festivals so even though it has not had a wide release it should be considered a film. Additionally, it has just been broadcast on TCM so it should be a television production at the very least. "Video" to me suggest something made directly for the home movie market and I don't think this title has even yet been released on DVD.
