That concession cart with the dry rot wheel

When that seller brought that "restored" concession cart in with the dry rot in the wheel and they had to have a replacement wheel made....did they still sell it?

I wonder what kind of obligation the auction house has if something like that occurs? I mean if one wheel is completely rotten wouldn't you think all the wheels would likely also be bad?

Are they obliged to tell bidders that when they sell it or just put it out "as is" and you as the bidder have to beware?

Personally the back side of the cart looked horrible. Needed a paint job big time so I wonder how the seller thought he was going to get much for it anyway? They tried not to film that side of the cart it was apparent but a couple of times they slipped up and showed the peeling paint.
