the tattoo parlor_don't understand

Can anyone help?

1. The owner's name is Noelle. What kind of name is that for a Latina? She says she grew up in East Riverside.

2. Why is the business called Bombshell Betty's if it's trying to attract clientele who want art and not tramp stamps? Bombshell Betty's to me sounds like a tramp stamp shop.

3. The tattoo that Bay did for the under-age kid: He handed her a wad of bills, which was supposedly enough to pay that week's chair fee. $300.00 for a simple gang symbol? I don't think so.

1. - It's not the name that "bothers" me about this character - it's how "East Riverside" is made up of like the ghetto/bad town. Haven't we had enough characters that were "bad from the wrong side of the tracks?" It's been done soo many times.

2. - You know I didn't even noticed the name of the tattoo place until the most recent episode. I don't get it. Sounds like a place for girls to get bras and panties.

3. - I don't understand how Bay is going to make any money when she needs to pay $300 for a chair - I've never been to a tattoo parlor or know how much they are but I doubt it's that much.
