He had the best personality in RE2. That's the Leon I know. (Of course his RE4 self wasn't that bad either. It was slowly fading~)

I don't know if they will ever get perfect facial expression down in CG movies because it takes too much work. They put small motion capture sensors on people's faces but it is still not enough. Often time the CG character's mouth just moves while their faces are just still. Live action is still the best.
