Why didn't Chris off Scarfo in the cellar

So Chris seems to have no problem executing innocent people, but when it comes to some low level punk wanting to kill his brother he just wants to "hide him for a few days"? Maybe I missed an explanation somewhere about him being connected to a higher syndicate, but he seemed like a nobody to me. Why go through the extra trouble to babysit him for a few days and then release him with a vendetta instead of just making him disappear for good?

We'll I'm going to guess it's because there were too many witnesses in that bar. It would't exactly be a secret.

I will say one thing though. That scene is very reminiscent of the one in Carlito's Way in that Carlito should of killed Benny Blanco but he didn't. It showed weakness and it came back to bite Carlito in the end. And in both movies the final scene is in a train station and one ends up shot dead in the 70's.... coincidence?

The only plausible reason I could come up with was he didn't want his brother's step kid to lose her father.
