Why did they film it in Savannah but use New Orleans as the setting? It is immediately obvious that the streetcars and restaurants are NOT New Orleans. Why not just say the location is Savannah?

Thank you for telling me that! I never did go to Savannah while in Georgia, and I was just thinking "hmm, it's new orleans, maybe I should take my next vacation there'... now I know where I want to go is SAVANNAH!

It took place there for the atmosphere of the city. But, the movie doesn't really give too much of it except for some music. And, Georgia would provide a regional feel too. But, then, no one really had accents, so that might be an issue.
I don't think many people realize the landmarks though, just like many don't realize like natives various things that show something isn't really in NYC.
