Something doesn't feel right

After watching this based on recommendations from watching The Big Short...something doesn't feel right.

It's almost like the American public was so angry that the gov't bailed out the banks that "they" threw together this movie to justify that decision. As someone else put it...This movies smells like Propaganda BS

So if the whole goal was to give money to the banks, so they could keep lending, to keep cash flowing, so the ecomony wouldn't crash...why not just give cash to the American public so they could either (1) Pay off their debts ie give money back to the banks (2) put it into savings ie give money back to the banks OR spend it and keep the ecomony going through consumer goods?

I understand if the gov't didn't trust the public but it was a risk to give it to the banks too who just pocketed most the money and didn't loan it anyway

After watching this and The Big Short I'm really depressed
