Neither the ATF website, nor this article about the legalities of self-storage lien sales make any reference to such a rule

It does state that some states (not named) require one check with the police to see if the gun in question has been used in a crime (which strikes me as common sense) but checking a serial number/maybe a ballistic finger print is far different from every gun being arbitrarily "turned over" to the ATF.
