He was an innocent and boring citizen (the best citizen in a dictatorship) until Juliana screwed things up which lead to him being tortured and lost family members. Still, Juliana doesn't give a *beep* and continues to screw up which made him broke and now possibly arrested.
On top on that the writers seems to want Joe and Juliana as a love couple. Frank is the most unlucky mofo I've seen :(

season 1 juliana isn't a redeeming character. she's the whore of babylon in the flesh.
