Germany was not participating in any "atomic arms race". Most Germans found the idea of such a weapon abhorrent, and Hitler didn't even believe in chemical weapons, let alone atomic ones. Germany's entire war plan called for defeating the Soviet Union in the Summer and Fall of 1941. When that did not happen, the war was effectively over.
