Oh man, where to start with this film. Let's start with the fact that Van Damme is barely in this movie. I don't really have a problem with that, but some might.

Here's a little plot synopsis for you guys:

So we have this Vietnamese vigilante guy running around leaving japanese notes to various gangs. Yeah, that's right, japanese for some reason. For his first heroic act, he beats up a bunch of latino gangbangers after he just promised his landlord he would cause no problems. Well, much to no one's surprise, he beats the latino gangbangers to a bloody pulp. Then, for some reason that I can not understand, the next scene you see the gangbangers and Vietnamese guy, they seem to be friends and waving to each other like a bunch of homosexuals.

After he has befriended those latino guys, he decides to rob the leaders of the latino gang and the black gang and leave them some japanese note that says "change" or whatever. After this, the latino guys think the blacks robbed them and vice verse. So they're about to kill each other when in a stroke of genius, they decide it was actually the vietnamese guy who robbed them. Now, you have to remember, at this point of the movie, neither of the gangleaders really even knew who the vietnamese guy was so why would they think he was the guy who was robbing them? Who knows. I suppose he was the only non round eye in St Jude's or whatever it was called. Vietnamese, chinese, korean, japanese I suppose they all look the same to the blacks and latinos. Anyways, the blacks and latinos decide to gang up and go teach the vietnamese guy a lesson and beat him up with their fists. Now, just a second ago they were in each other's faces pointing a bunch of guns at each other, so why they don't just shoot the guy is anyone's guess. However, what is even more perplexing is the fact that when the blacks and latinos start their attack on the vietnamese guy, the first batch of gangbangers he beat up in the start of the movie decide to join the fight and fight alongside the vietnamese guy. Why exactly? The vietnames guy beat them the hell up so I guess that makes them friends then.

Next up, we have the italian stereotype mr. V who might be a police officer or then again maybe not. Nobody can tell. He goes around talking in broken italian sentences giving wisdoms like: "Dry thighs, lots of fish, everything is good". For some reason, he decides that the vietnamese guy is now part of his organization and the blacks and latinos and the vietnamese guy should split their criminal proceeds three ways. Why exactly? The vietnamese guy is obviously against gaining from their drug peddling and other criminal ways.
Well, who cares at this point really. The vietnamese guy tells the latino and black gangs that only cowards use guns. So obviously the black and latino gangs decide to discard their guns. Shortly after, a third gang comprising of a bunch of russians called the "Devil Dogs" show up and shoot them all with guns. Not really surprising when you think of it.

What else.... well, at one point towards the end the head of the latino gang breaks into the vietnamese guy's rented apartment and screams "You don't mess with the Devil dogs!!!!" and shoots up the place. I guess he forgot which gang he was in because it surely was not the devil dogs.

A bit later the vietnamese guy does some push-ups to regain his fighting form and goes to some warehouse to beat up the russians. Mr. V also shows up to give his final wisdoms, but he meets a timely end when he is shot by some woman who had enough of his stereotypes.

Sadly i second this... i mean i had no problem seeing Van Damme in a support role. Main character seem like a bad ass fighter(action sequences/fights are good and brutal) but damn the story is a total mess, its TERRIBLE, it make no sense at all...

I am not your "always want something awesome" kind of guy when it come to story, give me some typical 90s story where heroes get beaten by main bad guy, train and then come back to fight him and im satisfy. But this kind of mess.... sorry just no...

Not to mention... i am quebec born, i usually speak french, but i have no problem watching american tv shows or movies. But when your movie is about some terrible "street accents" from latinos... black dudes, crack head(he was terrible) and russian(he was the easiest to understand) its kind of hard to follow

Made complete sense to me and I had no problem following it. The cinematography is outstanding. Don't judge it by hat POS "trailer" they put out on youtube that only shows some of the fights, which are not the highlight. The movie looks good. Loved the use of music as well. The plot is paperthin and the script right out sucks. But John Hyams makes the best of it, making it crystal clear at least for me. This guy Cung Le does a big no-no and goes to jail. There he meets Van Damme who teaches him how to be a man. And in return asks to clear up the town of St.Jude from the menace that is mister V. Cung Le gets on the good side of mister V, helping him run the gangs of St.Jude. Cung's real agenda however is to put an end to the reign of V. The movie's really well put together. Peter Weller's on the loose, for me he was the real reason to see this. Hyams had an opportunity to do a movie with Joel Silver and some fighters, why pass on that? The guy can direct. All he needs now is a good script and a nice budget. Can't wait for that Regeneration sequel.

got to agree with the original op. This film made no sense. tried to be cool and clever and was neither. Thought the fight scenes were really poor. Very poor film. 4/10 for me, and thats generous.

It was full of yellow filter or colorized in yellow through photoshop!

I agree 100%. Saw this a couple days ago. Very confusing with all the flashbacks that came at poorly chosen times and made the movie look like it was sequenced by a someone from special ed. It's a shame too because the movie had promise. The action was pretty decent and VD looked good, though he wasn't the main attraction. Some great acting from Peter Weller as well. But lots of lapses in logic. How did Hong take that unprotected beating from that guy and not end up a bag of broken bones with a triple concussion? That's a bad plothole even for an action movie. He should have been incapacitated for the rest of the movie if not for life.

Cung Le is UFC guy with real skills but acting isn't one of them. He's not a leading man, martial arts skills or not. Should probably have let VD be the lead actor and Le be his wingman or adversary.

yeah i have to agree this movie was terrible. I love JCVD, he's my favorite living actor so I get all his films... and I have to say this is my new least favorite of all his films. I was actually very disappointed that he was only in the movie for like 10 minutes! I kept thinking he was gonna get out of jail or something and go to that town and help the asian dude take care of business or something lol but never happened :/

I too couldn't follow the plot, it was all over the place.. Robocop...I dunno what he was thinking? And yeah Cung Le is NO leading man.. There's no way I would have saw a movie staring him if VD wasn't in it..

$10 poorly spent :'( *although I needed it for my collection of VD movies so.. *has them all but 'Monaco Forever' now* I'm watching No Retreat, No Surrender right now, and another movie that JCVD is only in like 10 minutes of but A WAY better film than this one..

That was the funniest review/synopsis I have read, funny cos I was thinking exactly what the op said, I literally laughed out loud, so thankyou for that. Another thing I didn't get, that someone might actually be able to explain, is why were all the gangs there at the warehouse in the end?

This is the 90's, you can't just walk up and slap someone, ya gotta say somethin cool first

I'd just like to third that. I came here thinking exactly the same after watching this movie tonight. It felt to me as though the decision had been made just prior to release that the best thing to do would be to cut half an hours' worth of character-driven scenes - but leave all the fighting.

I just watched this movie and I really gave it an honest effort. I really did. I was not disappointed to find out that JCVD is barely in this movie... hey he is old, wrinkled, out of shape so you can't just expect him to prance like he did back in his 20's. With that said I was disappointed with how this movie was shot. In many ways it reminds me of "hobo with a shotgun" where streets are really bad and everything is film noir-ish and some gunfight arises etc etc.

Some asian guy was running through a street after robbing someone while holding a gun, bumped into some lady (who by the way had absolutely nothing to do with the movie aside from providing reason for him to meet JCVD in jail. While in jail he gets his rear end handed to him and ends up befriending some karate guy played by JCVD. He gets his inspiration to travel to some random town and I will spare you the rest of the story.

What I am still puzzled about is that #1 Why there were 2 groups of latino gangs if they were all under same umbrella? They suddenly turn on their own kind? #2 There was no sound explanation as to why black and latino gangs dealt drugs within pecking distance of each other. #3 Outside of trying to draw parallels between jail and town... why is it that everyone gets in and out of prison as if its a convenience store?

And then the fights. These guys took an ensemble of professional fighters and barely had a single decent fight in the entire movie. I mean common... I get more enjoyment out of a 3 minute octagon bout than this thing. These guys can fight... let them fight... heck you don't even have to create fight scenes... just roll the camera and let them go to town full contact. But no...

It just felt very awkward to watch this movie. Is it a fighting movie? Is it a gangster movie? Is it a crime movie? Is it a gang movie? Is it an action movie? Million times no. It just does not fit any profiles, even for a low budget flick. It felt like director told people... you stand there... you stand there... you stand there. action.... cut... great job everyone. Pfft... an average youtuber could do a better job.

I am hoping that in creation of this movie there was some method to that madness. I am hoping there was a theme and that I have missed it entirely because I am conditioned to watch structured movies that have a plot line. This movie meanders pointlessly all over the place.

I can guarantee that most of you have said "What the.... did I just watch?" And that is a very good question folks.

But you're right, story-wise it was a total mess.
