He plays a bizarre DJ Whole Foods and is the sex toy for Maxine. Whole Foods doesn't even have DJs so it was stupid to begin with. He onky lasted that one episode as a guest star. It aired 11/3/14 so wasn't he still under contract with Dallas then? Dallas staff was ok with him filming other shows during Dallas??

No, he wasn't under contract then.
#1) He had already left Dallas after the third season. Remember the finale with Chris blowing up?
#2) The show had already been cancelled by the time his 2BG episode aired.
#3) A guest role on a prime time major sitcom is step-down from a regular role on a basic cable drama? Sure... I'm sure Josh Henderson or Julie Gonzalo would kill for that kind of guest role now.
Even if he was technically under some sort of contract, I'm sure they were allowed to pursue other things during the months they weren't filming. Patrick Duffy did Welcome To Sweden while Dallas was still on the air, as an example.

The last episode aired 22nd September 2014.
It was cancelled 3rd October 2014.
However, I believe Jesse shot his last scenes way back in the first two or so weeks in April 2014. Jordana shot the car explosion scene sometime in August 2014.
So by the time he filmed the 2 Broke Girls episode he likely had already left Dallas anyway.
