Bias in Halsey/Cortana's choice?

Does anyone else think that the reasoning behind Halsey/Cortana's choice of making Noble6 the expendable "hyper-lethal" Spartan over MC John-117 is their affinity/preference for Spartan-II's (well John-117 in particular) over Spartan-III's? Thoughts anyone?
