Yeah I have the movie on blu ray, and mine too played at a lower frame rate.

My German import blu ray (region free) plays fine and the transfer is great! It has an English 5.1 DTS HD loss?less soundtrack but only removable German subs. There is a DVD (PAL) that is full of special features. Really good price (under 15 US dollars) when I bought mine from Amazon Germany.
