Why was Norman in a wheelchair at the end?


At the end of the fourth and final part of "Spider-verse," we see Norman in a wheelchair, while Harry tells Peter that he has memory loss, including being the Goblin.
But I wonder, what exactly happened besides memory loss? Was that electrocution that the Spider-Men gave him as he reduced back to normal take a toll on his legs? Was it also trauma that he may have suffered from?

His legs are fine. He's still being evaluated in the hospital. Many patients aren't supposed to leave the wheelchair until they've left the hospital.
