Unless the law is different in different states, I don't think social services would try so hard to place a 17-year-old who kept running away. In Texas, if a 17-year-old wants to leave home, the parents can't make him/her come back.

When my son was 16, nearly 17, we were leaving the country for a short vacation, and as usual, when we did this, we'd leave instructions with our attorney (wills, etc.) At his age, he didn't want to have to leave his school and go live with any of our relatives, so we instructed our attorney that we'd prefer he become an emancipated minor if, heaven forbid, anything happened to us.

Did anyone else notice the "Gilmore Girls" reference? Immy was April on GG a long time ago.

I think the problem is that Immy is already a ward of the state and they are legally obligated to either place her in a foster home or in a juvenile facility. There is a big difference between running away from your own home and a foster home.

Late response. I just watched the show on Netflix. GG is a US show called Gilmore Girls that ran for a couple of seasons and was a well-liked show. It's referenced a lot. You can also read up on it on IMDB. There was also a strong mother daughter relationship - Lauren Graham fro m Parenthood was the young mother.
