Aspect Ratio?

The DVD's aspect ratio is 1.85:1, whereas the Blu-Ray is 1.78:1 !

What gives? Isn't Blu-Ray supposed to be superior to DVD in every aspect? Could this be one of those cases where a movie is shot in 1.78:1 and released in 1.85:1 by cutting off some of the top and bottom?
