Neither. It's satire of everything. It feels more realistic than "real" cable news scarily, which is just a freak show these days.

For as long as "The Onion" has been around (over 20 years now), it has made sure to satirize all groups evenly. It satirizes liberals as much as it satirizes conservatives. It satirizes pop culture as much as it satirizes fine culture.
The Onion News Network show on IFC seems to mainly satirize TV news in general (although other groups are satirized through the nes stories). "The Onion" itself (not just this TV show) satirizes more than just the news. Basically, it is a satire of EVERYTHING about our society, and nothing is off limits.

Fr'instance: In "Our Dumb Century", they have the headline that read something like "Ford Hands Power to Our Vietnamese Overlords". It was genius. The article describes, in fine journalistic prose, the ceremonial handover of power in the wake of the Fall of Saigon.
It sheds light on the greatest power wielded by elites: The power to hack and hew away at massive chunks of history to form it into comely, comforting shapes; shapes that allow the hoi polloi to rest easy in the prescribed, shared delusion.
The Onion's writers wrest those tools from elite hands and do a little political reality sculpting of their own. These forces--the power to mold and dispense new politically correct realities--transcend puny little labels like "conservative", "liberal", "balanced" and pretty much the rest of it.
Elites don't want you to recognize that you have this power. The Onion is doing their part to shake you by the lapels, screaming in your face, while grabbing fistfulls of this power and jamming them into every pocket you've got.
