You seem to think the OP was referring to the Mentally Challenged in a negative way.

However, according to the following definition, I think he is accurately describing Amie.

To answer your question, though, because of the constant perjorative, the word is falling out of favor among the special needs community. You should use terms such as special needs, developmentally delayed, developmentally challenged, etc. You can even say mentally challenged.

I beg anyone reading this to strike the word from your vocabulary. I will never get over how hard my developmentally delayed little brother would cry when people would point and call him a "retard," laughing.

Words hurt. Remember how people stopped saying, "oh that's so gay," when referring to something stupid, messed up, weird? This is the same thing.
