How was the husband able to take the child to a different nation?

For kids to go overseas with just one parent or with non-parents, both parents need to write a letter approving of the child leaving and then they need to sign the letter. They also have to fill out other official papers. So I ask how was he able to take the child to a different country?

I am thinking that the biological father must have forged the mother's signature just like he forged the child's passport.

Yeah.... I had to do that when my job took me overseas. BUT, not ONE single person EVER asked to me to show that documentation. I was told to even take it with me when we vacationed in other countries. So it is extremely possible that no one asked him for any documentation. It's truly scary when you think about it.
