IMDB rating v Netflix rating

It is quite obvious that IMDB have rigged the rating for this film, it looks like most of the 7,8,9,10 votes have been ignored but a load of 1 votes allowed, and the rating downgraded from the mean score of 60% to an "average" of 47%.

The system seems open to abuse, a better system can be found at Netflix where each vote is cast by a real person who has registered an account using a credit card and gets one vote after the film is actually watched. The comparable score for the film is 3.6/5 or 72% from almost 15,000 real voters:
