No tears?

I will preface by saying that I'm not a huge Jack Black fan although I enjoyed him in this film. My issue is that he never had any actual tears when crying. I wonder if anyone knows or has an opinion as to whether that was specifically a choice for the character or if Jack Black was unable to actually cry during the scenes. A lot of convicted killers have done the whole fake crying without tears thing so perhaps this was a choice Black made?
