Are the credits messed up?

I came to this board looking for information about the guy who played the man in charge - I can't remember his name in the film. He was bald, had a slight Hispanic accent, he was the one who threw Carlos and his daughter Maria out of the shelter because Carlos broke the rules against drinking. I don't see his name in the credits at all. And then, the person credited as the nurse simply can't be. The person in the credits is white, and the one in the film is decidedly black with a Jamaican (?) accent. So what gives ... are the credits messed up? And who plays the man I mentioned before?
