How did Amon find Tarrlok?

In episode 9 of the first season, when Tarrlok keeps Korra locked up at that secret cabin, how exactly did Amon find him? The police sure couldn't. But Amon and the equalists just showed up out of nowhere, without any sort of explanation given. Also, Amon told the Lieutenant to electrecute the box before taking Korra out... how did he know Tarrlok had a box in the cellar? Can anyone make any sense of this?

Oh, and this isn't related to that, but, during the great battle at the northern air temple in season 3 episode 11; who was controlling the airship P'Li was shooting fireblasts from?

Amon probably knows how to track his brother better than anyone. I'll have to rewatch and see.

As for the airship, maybe it was one of the other members of the Red Lotus. They did have more followers other than just Zaheer and his gang.
