NO CPR??? - Why not???

I found that this 'small' fact flawed this otherwise brilliant episode: Vera says that she cannot give CPR after she checks that she was not breathing. THAT is when you give someone CPR: 1)If they have stopped breathing; 2)If you cannot feel a heart beat; 3)If both are true. She should have just gone for it...in a real-life situation. Even if she fatigued, easily, Aidan could have taken over. I was expecting him to push past her and attempt it, anyway. She could have not been successfully revived by their attempts and thereby had to same end result for the character but holding back on any attempt at CPR was a very weak - and wrong - choice.
