Why does IMDB list this a comedy?

Movie is a drama, quite intense at times. There are some laughs, but not at the level of a comedy. It does seem like some of Will Ferrell's Casa de mi Padre takes off on this, bit even that movie wasn't all that funny.

Good, strong, deep movie... Must admit I was looking for laughs when I started it, but became drawn into the drama...

For the most part, this movie is a satire, and I think the comedic value is played up a lot.

Your right I thought when they would kiss Dun Julio hand and he would look in shocked and wiped his hand was the only laugh I had

Comedy is appropriate. No film has to fit neatly into a genre box, but this film was made with a sense of satire and dark humor. That was clear right from the very first edit, when they cut to "20 years later" – that was the first of a few indications that this movie was made by people with a good sense of comedy.

The film was weaker when it went into "Action" mode with Benny shooting up the election celebration ... even action movies get weak when they resort to scenes like that.

I'm with you. There was less comedy here than you would find in the standard comic relief of average horror movies, which we don't call comedies just because a buffoon does something slapstick. Sure, it's just a label but "comedy" is misleading. I did laugh out loud at the very satisfying climactic ending at the ceremony however. Man, that was rich. That's all I can say just in case someone is just reading up to see if it's worth 2 hours of their life.
