Ending: Why would Max...?

That's one thing I can't figure out. I mean, he wouldn't follow Jacob but you would think he'd follow suit and run. He's being framed for Sarah's murder, and he's most likely going to be on the hook for the murders of most people at The Punch and an accessory to the rest. He killed a few of them, and didn't do anything to stop Jacob shooting the Lt Commander.... He also let Jacob get away, again... He's kinda screwed....

Probably the guys who were killed at the Punch were more mercenaries from the private security company trying to bribe their way into the contract from government to train the police in firearms. I'm sure the connections will come out during the investigations later. Even if the police don't want to do it the political opponents will dig out the truth.

Aa far as Sarah goes, its hard to deal with a body that close without leaving DNA. On her clothes, her body, the trunk of his car, at the scene where she was just killed (the man in the office talked to her only minutes nefore she was killed).

No one saw who killed the police commissioner nor that he let Jacob getaway. deny, deny, deny.

I don't know everything. Neither do you.

The movie just ended there because the writers had just run out of ideas.
How the hell could he ever explain what just happened?

Much simpler than providing a real ending.

I don't think it even occurred to Max to try to get away. Whereas Jacob is a professional criminal used to life on the run, Max is a dedicated copper. He'd stay and face the music. And while he'd be unable to remain on the force, I'd doubt he'd go to prison or even get charged. There are dozens of dead mercenaries lying about, containers full of weapons, plus Max will be able to tell his superiors all about the conspiracy. There probably still wouldn't be enough concrete evidence to arrest those responsible (they would have very expensive and clever lawyers protecting them), so a cover-up would seem the most likely outcome. In return for his silence, Max would probably be allowed to quietly walk.

He obviously doesn't take the blame. And there's still people to be arrested (the politician and his aid).
