Yeah, filmmakers should never try to make so bad it's good type of movies intentionally. It rarely works (the only film that was intentionally bad and worked I know is The Lost Skeleton of Cadavra). I haven't seen this movie yet, but trailer doesn't make it look good badgood. All the badgood parts in the trailer are basically the same badgood jokes from the first film (100000 dollars, people cheering, global warming messages, bad special effects etc.) except now it's self aware too much. People liked first film because it was so bizzare, everything was unbelievably bad and weird, while watching it you question the sanity of filmmakers. You can't recreate that intentionally.
I'm not completely cynical towards the sequel though. It might went full circle and now it's bad because it was trying to be bad intentionally but failed, which makes it funny bad. Or maybe it's genuinely funny heartful movie that takes place in the strange world of Birdemic. I don't know yet, I will definitelly check it out one day since the first one is one of my favorite bad movies of all time.
