When Chris goes to hang himself, why didn't anyone try to stop him? They all just stood around and waited. I get why the inmates didn't do anything, but what about the COs? Did I miss something?

Because he had already climbed on the edge. Most of the people around him were hardened criminals, they didn't care and the guards reached him too late.
