Most of the movie, the guy acts like an absolute idiot and does clearly stupid things or ignores the plain as day misdirection for the audience's satisfaction.
The problem I have is, who is he trying to fool since he WAS the bad guy?
Wasn't he the GOOD guy in the end?? At least that was my interpretation. And Morgan Freeman's character was the bad guy.

He was trying to fool the Horsemen.
His goal was to get close to them, test them and observe them to evaluate their worthiness for membership in The Eye.
He was also stringing along Bradley (Freeman's character) in order to frame him at the proper time.
What we learn in the sequel was that Bradley was actually doing the exact same thing to him, making sure he could live up to his father's legacy as a leader of The Eye.
ITS ABOUT MAGICIANS...WE'RE LUCKY IT EVEN HAD A PLOT.
