1. The dead baby was just to give her some sad back story to explain her drinking, lack of cheer and as her boss mentions suicide attempt. This sets up the ending where Hazel is offered the choice of suicide.
2. The woman at the trailer was just a simple-minded (Port Hardy!) neighbour helping out Peter, she probably knew Gabriel's body was there and what Peter was up to.
3. The people with terminal diseases who contacted Peter/Massach sent the gifts/crosses to the trailer,maybe to show their faith or prove their willingness.
4. The young cop gives another character to round out the story, and do the road-work going to BC and Quebec. It's the Gil Bellows character who is useless, doesn't contribute to the case and just acts as a skeptic voice.
5. The old priest knew what Peter was doing and probably was the one who gave the idea about the ancient chant, and the 12 willing deaths. He had lost his faith in the church for some reason, maybe his own terminal illness or maybe he was one of those priests that molested kids, anyway he had issues and was willing to suicide.
6. The angry woman and other man were some kind of attempt to show other sides of Hazel.
7. Yeah, not consistent there but blame the screenwriter, the plot device of arranging the mouths of the first deaths to yield the latin clue served it's purpose. On the other hand by the time he killed the doctor in Quebec and the priest Peter knew the cops were closing in.
