Why was the storyline about the 'connected' child rapist dropped?


I don't know if this is much of a spoiler. But I don't understand how and why the storyline with the "connected" child rapist was just dropped. The guy who raped his daughter. How could he just walk? What happened to his wife and child after?

Wasn't that him in the park later with his daughter who was squirming away from his touching her. Then Fred comes up, manhandles him and throws him in the bushes.

In the commentary, the director said many scenes and cases were changed or deleted after being reviewed by the police. Apparently she went along to get access to this unit.

I don't think the film is about any 'one' storyline. It's supposed to be a pastiche of several sad child abuse stories. The idea is to depict a slice in the life of the Child Protection Unit without focusing too closely on any case.

I guess we don't have the end of th this subplot because the cops don't have it either. since the guy is "connected" he'll probably walk out free, and then nobody knows what will happen next with him or his familly.
