I couldn't tell in the trailers, but the sound seemed odd, and all of the actors are French...

I'm going with yes, although I'm willing to believe some of the English is spoken by the actual actors, but A LOT OF IT is clearly dubbed (spoken words not matching lip movements). Especially Djimon Hounsou. The voice dubbing over his lines sounds nothing like him.

Yep, just watched it tonight... The version I watched was completely dubbed in English (minus some of the Taliban parts). Hounsoun's voice was not his at all... :-/
