Sounds a LOT like J K Simmons.. I'm hoping it's him.

Stephen Merchant is awesome and the fact they gave him this awkward character to voice is genius. Valve is always quality and I hope my ears don't deceive me.

I knew it was J.K. Simmons as soon as I heard the voice. Just swung by here to verify it.

P.S. I hope they keep him on for the next Spiderman movie. He's the bomb as J. Jonah Jameson.

My familiarity with JK Simmons before Portal 2 would be that commercial where he uses a flamethrower on a giant ball of lint. Ahhh.
