#1, 7, 13-14, 16-19 and 22-25, are from the framing story directed by by Roger Allers (Lion King, The Little Matchgirl). The design looks a bit like Joann Sfar (The Rabbi's Cat / Le Chat du Rabbin), but he is apparently working on his own entirely 2D section.
#2-4 are probably the Brizzi brothers (Fantasia 2000: Firebird Suite) or maybe Joan C. Gratz (Mona Lisa Descending a Staircase).
#8-10 are Tomm Moore (The Secret of Kells) and his team adapting "On Love".
#11-12 is Bill Plympton (Your Face, Mutant Aliens).
#15 is Nina Paley (Sita Sings the Blues, This Land Is Mine) doing "On Children" I think.
#20 appears to be Michal Socha (CHICK).
#21 might be Joan C. Gratz.

No idea who might have made 5 and 6, but they look like they are done by the same person/team.
