The one that they zoomed in on wasn't blank... it was filled out for "Marie D. Dresden" of Oakport, TN. Seems like a name of someone you'd know or that worked on the movie (prop dept) that they put in for fun? I didn't see anything like that in the credits though.
But yeah, I think if a chunk of the IRS building vanished, a few missing returns is the least of the worries.
