Is Ned really an idiot? Or the wisest person in the movie?

It's an intentional ambiguity, right?

Despite his dumb mistake with the cop, most other characters are making even worse decisions with their lives.

For sure, Ned is guileless and thus easily exploitable. But, at one point, he makes it clear that this is his chosen moral worldview.

Does that make him an idiot or the smartest person in the movie?

I"m not so sure. I think the writers intended for him to be deeper.

Just an honest, trusting nice dude that proves no good deed goes unpunished especially in America today.

Both. He is honest and good to a fault.

Like Confucious said, it is as bad to exagerate as to lack a virtue. Too much honesty can lead to ruin.
