Is this supposed to be a parody of James Bond or an imitation of Austin Powers?

The "Spy Movie Spoof" has become a genre of its own, many of these movies are very typical and do not necessarily parody any specific movie or character anymore, just look at the video games, like 'No One Lives Forever' franchise, for an example.
There's something charming about these spoof movies, that often emphasize, underline and bring to the front all kinds of cool, weird, out-of-the-ordinary and often overlooked tropes, points and humorous or laughable ideas, gadgets or perspectives of the spy movies of old (even outside the famous James Bond-franchise).
It doesn't have to be a spoof of any specific movie to do all that, and I think this movie does it very well.
In my opinion, the first two Austin Powers-movies are probably the best of this type of movies, but this is pretty good for what it is.
