They never heard of general lockdown security?

This movie was totally spoiled for me becoz for the whole duration I was wondering why the american government never invested in a general lockdown security system. The aliens could just ride an elevator to the top and walk out of area 51? Hmm, I guess they really didn't get enough funding...
