Exactly. If the apple *only* made her green and ugly, she would have wanted to be returned to her former look immediately. But the apple also shrunk her "heart", so her entire personality changed. She didn't hate her sister, she blamed Oz for what happened to her.

Well she can't punish her sister because she was made 100% wicked by the apple. Punishing Evanora would be a good thing to do
