Clearly Edgar and Clyde were in love for years, but did they actually have a sexual relationship? Nothing is shown beyond hand holding and a couple kisses. Hard to imagine being with someone you love for that long and not being physical with them.
I believe they most probably had been involved in a sexual relationship or had sexual encounters at least, but because this aspect of Hoover's private life could not be proven due to lack of factual evidence and information (as they reveal at the ending of the movie before the credits), the director chose not to emphasize too much (or show graphically) the extent of Hoover and Clyde's relationship. And I think it is a very rational decision to leave to the viewers to imply and to suspect something that can't be accurately presented in a movie.
