Being that his hat is part of Lincoln Folklore it might be a sort of metaphor of the hats status as a symbol of Lincoln.

I think it implies two things.
First, she steps on the hat without even considering if it could support her. She is a little naive.
Secondly, I think it means that Lincoln always wore this hat because it was part of his battlearmor. He was never without protection. (The book goes into detail about his customized coat.)
Customized coat must have been equipped with cool stuff.
When the snows fall and the white winds blow, the lone wolf dies but the pack survives.
In real life that hat would have just been cloth so that's as good an explanation as any.
