Did any one notice that not only was the mask, but also the name of the character "inspired" by a satiric tv show inside of the Movie Filth. Or is it coincidence

That wasn't a satiric TV show, that was a real footage of Chris Sievey's character Frank Sidebottom. This film runs extremely fast and loose with the details, but is based on the character from his standup/musical performances/TV appearances.

well, the only part that is really sidebottom is the giant head and some general wacky antics and that he performed music.

mix that with the autism of Daniel Johnston and the straight up creative weirdness of Cpt Beefheart and you get the character of Frank in this movie..

the real sidebottom was a comedian who did wacky covers of UK pop tunes like the smiths, joy division, queen, etc... and it was all based on a quiet english town.. so panic in the streets of london got changed to panic in the streets of (a sleepy little english town)..
