So did Dr. H only allow them to raise the pylon because of the cameras?

First of all, I don't understand why he is allowed to control everything in Egypt having to do with their history... Second though, it was said that Dr. H hasn't allowed any water excavations or whatever since like 2002?? Why is that??? And also, why did he suddenly agree now knowing they had a crappy crane and a crappy boat and a huge camera crowd coming out equaling more chance to get hugely embarrassed??
