What country/people are they writers trying to insinuate that find Mr. Bean funny?

I it true, anybody from this region?

Mr Bean(Rowan Atkinson) is hugely popular show across the whole middle east.

Also huge in India, Pakistan, Asia etc.

I thought it was funny they had Mr Bean on TV in a movie with Sean Bean in it. (If it was Mr Bean. Could have been Johnny English or something (which would have also been funny)).

Yes, 2 Mr Beans in one movie. lol.
We like them both in Australia too.

Being based mostly on actions rather than words Atkinson's Mr Bean has universal appeal by avoiding language translation issues.
