Police Regulations?... Ease and care of maintenance?... Less for a bad guy to latch onto in a fight?.... Basically the same reasons the military requires short hair.

Just a thought, but perhaps the actor got a roll in a movie or something that called for a short hair cut. I got nothing to back that idea up.
